I'm not sure what you're trying to get me to say? Are we not agreed that people getting sick is a problem? Toxicity was just a turn of phrase on my part.
Basically, one side of the equation gets sick, and the other side has to pay for it, but as a result of paying for it, the former gets healthier, and the latter benefits from a healthier society.
Toxic symbiosis. Same goes for anti-poverty measures. One side has nothing, for whatever reason, and the other side picks up the check. Both benefit, one from getting someone else's money, the other from avoiding crime rate increases.
