That's an incentive to participate in self management, and as such is not really coercive. Like you said some people just want to do the same thing over and over and not be bothered as that is the desired mindset in the milieu they are used to. This may induce more participation and may only be needed as a temporary measure.
The import thing is that this is an open ended process decided by the users so that outcome is only one possibility. The idea is to leave it to people to create the system that best suits their needs, not try to build a perfect system and force people to conform to it. Literally society would be organized from the bottom up rather than the top down.
