I understand it will be hard for government employees, but we really do have to get away from this idea that the federal government should be treated like a traditional employer. Constant growth is not an option in government, jobs should be on an as-needed-and-funded basis. All government employees are waste, countered only by their value. By making them permanent fixtures, regardless of value, for the sake of stable employment is to just embrace waste.

He said they are a waste countered by their value. Which is an insightful way to view it. Dude acts like he knows they have no real value.
