I think because of the events of the last 2 weeks Cruz has taken a hit.. His slim chance for a prez nomination in 2016 is gone. BUT he still can, and will make a lot of noise in the Senate.. He still wields power there. He still has allies there, AND in the House.. For now.. 2014 and 2016 will determine how long his power in the Senate will last.

I think the point is that there is a healthcare access and cost issue in the US, and I'm not sure a viable proposal has been advanced by conservatives. Not having Obamacare is an alternative to not having Obamacare, as you aptly pointed out, but it's not necessarily an alternative solution to systemic health care failures.

Viable as in improves access. A proposed solution to the problem obviously, not "viable" as in "could exist".
