Many do. One of the objections I've heard is that Iran doesn't have the expertise to pull that off. Nevermind that their military is designed from the ground up for assymetrical warfare, or that they have been planning to fight exactly two enemies for the last decade and a half...

....what? they did carry out the wargames in the planned way afterwards, but if you think an organization that has a plan on how to deal with a zombie outbreak doesn't have one on how to deal with iranian asymmetrical warfare you're kidding yourself.
