That is completely idiotic.
If ever there was anything that should be free to all, its sunlight!
Spain is pretty much screwed right now...and for the foreseeable future. They're digging in for a long siege.

Spain is less stable than people assume. They have two regional separatist movements, a large group of radical leftists and groups of people who still think things were better under Franco.
All this in a country with 20%+ unemployment 40%+ youth unemployment, a large influx of immigrants from the ME and Africa, a floundering economy and governments with a history of corruption in a highly unequal and non-mobile society.
