This is 6 of one, half dozen of the other. The whole idea about it being a state issue is that the individual state should be able to vote on, and decide by their citizens, whether they want to have the exchanges in their state or not. But forced federal exchanges or forced state exchanges are still forced exchanges.
This bill is pointless.
