He's extrapolated his argument into the absurd in order to try to maintain it. It is simply a fact that government regulation acts not only as a reactive punishment system, but as a preventative as well.
If government regulation is so symbolic and meaningless, then why in the world did it take dismantling it before the financial sector turned into a casino and imploded? Why didn't that happen during governmental regulation if said regulation is so meaningless?

because our way of thinking shifted radically during the regulations. and, coincidentally, radically shifted back after the deregulation.
