i'm going to go out on a limb and say that's why. everyone has dealt with that person either in the grocery line or at the post office or something. the guy who is just so above wherever he is. he's way too important and meaningful to do something like wait in a line and talk to peasants.

Well, what do you expect? It's Texas. It's not the DPS or those working there at fault, it's in Texas' nature to do things as stupid as possible.
Anyway, through November, 365k people enrolled on Obamacare, over 800k in medicaid. First 3 days of Sept adds 50k alone to federal totals, so pace has really picked up.
That's 1.2 million covered not including this month.
