Realistically, yes. Pedophilia seems to be a mental health issue. It occurs at a fairly regular statistical likelihood, has a high rate of recidivism and doesn't seem to be going away.
Those who commit it seem to be drawn to pornography, and so to prevent (or even make less demand for) various children from being kidnapped and forced into child sex pornography rings, you could provide an ethical if disgusting alternative. In the meantime, make it so those suffering with these impulses are able to seek treatment openly and without hatred.
Anyways, you completely missed the point of the rest of the post, but that doesn't surprise me.

Why are you bringing up pedos? They are not a protected class, unlike gay people or ethnic minorities etc etc. This seems obviously clear cut. The guy is discriminating against a protected class, so he gets fined for it.
