No, I said their culpability is lessened in criminal cases, because science has clearly demonstrated a general inability to assess risk, understand consequences or control novelty-seeking behaviour.

Dharma, you do realize we already have this practice of trying children and teens as "juveniles" because of the premise that their judgement and understanding of consequences is different from that of adults, right? Exploited is arguing for taking this a step further with what he's proposing, but it's basically the same concept.

OK, whether they are culpable or not if they are as dangerous as you are leading us to believe they should be under guard at all times because what you described was a dangerous maniac that cannot be held accountable for reasons of what amounts to, for all intents and purposes, insanity.
