Idk. I think the air force just needs to spend money more wisely. Having a huge air force and large navy are enough force projection and deterrent. Probably don't need 11 carriers.
Army national guard size, sure. Reduction in active duty? definitely. Consolidation and/or withdrawal from foreign countries? Absolutely.
