Interestingly enough, I've seen a lot of mention to China being a roadblock to dealing with the DPRK in this thread, but not one mention of how complicit our other major ally Japan is in this. They DO NOT want to see a reunified Korea, and have tossed sand in the eyes of any warming of talks between the north and south.

i'd never actually considered japan would be an issue, though now that you've mentioned it it seems obvious that they would oppose any major strengthening of one of their regional rivals.
