I agreed with your elementary conclusion and pointed out that women don't have any biological or natural means of controlling men to extort $$$ either. It requires a large government and the threat of imprisonment or death. The level of literacy (or rather lack-thereof) displayed in some of these responses is again astounding.

The defense of any child care system is implicit. If the man (or sometimes woman - but rarely pursued here) doesn't pay, and in many situations cannot pay, what is the ultimate threat Uncle Sam leverages?

If you accrue fines for late payments, and even if you're unable to pay it back, you go to jail or prison in many states. Taxes and child care are the only existing causes for this end, and child care is the last private-debt that the state enforces. Yeah, the state is involved so you can get wish-washy about the details, but ultimately it's one private citizen providing money to another private citizen.
