Violence is a survival instinct. Fight or flight. I think what you may be trying to suggest is "misapplied" violence is a learned trait. That is violence used not to survive, but to exploit or for pleasure.
It would still be wrong, but less wrong.
There are plenty of people who are highly tuned to fight and will do so when even mildly "threatened". Those people have to learn how to keep violence in check. They tend not to learn those skills from parents who don't have those skills, so it will very much appear to be learned violence when it is actually the exact opposite.
