Regarding incarceration rates, I've said it before and I'll say it again. Nothing is going to change until we as a population become more compassionate. It's not just some tyrants in the halls of power who scheme to put people behind bars and fund the prison industrial complex. DA's still win elections by being tough guys who put lots of people on prison. We need to curb our society's love for the "tough on crime" tough guy in the DAs office and the mayors office before we can even hope to take on the war on drugs.

we're in a position where most opinion polls seem to show a large minority of people going "but, but, but...my liberties!" while a small majority are like "good! flags and 'merica and eagles and get those bad guys!".
