I can't imagine this happening in the UK without serious consequences. The police do sometimes majorly f**k up here, but when they do the perpetrators will almost definitely get sacked for it and if it's blamed on a lack of training, the senior officers that are meant to be training them will also get screwed.

There should be an independent law enforcement agency at the federal level whose sole responsibility it is to investigate other law enforcement agencies like the LAPD. We have dozens of policing agencies, one would be nice to police the police.
