Even if California if the initiative passed IMO it would be moot because I definitely don't see congress (or even the California legislature) approving it.

Looks like they have decided to push ahead with this proposal and try to get it on the ballot. will be an interesting next couple months

I don't think the CA split will occur.
Pros:
Better representation in the senate
Cons:
Certain of the split up states will become incredibly wealthy while others will be more poor
Less effeciencies of scale
More administrative bloat
