I think that Em would be my first, last, and only choice. Almost to the complete exclusion of others, she seems to be the one most concerned with the well-being of other people, to the exclusion of other concerns.
But, that brings to mind another facet of this that we're ignoring. Who among us would actually be ABLE to handle it? Sure, most of us have ideas and such. But, very few people have proven, in real life, that they can handle the responsibility of being given large amounts of power and discretion and execute those responsibilities adequately.
To that end, I'd say NAB or myself.
