It is a generalization because it holds true for the majority of cops. Although the majority of cops aren't abusing their power, the majority are enforcing the blue code of silence making them complicit in the abuses that take place.

Good cops lead to convictions.
Just finished a trial with a really good cop. Straight up dude. Decent guy. Let the evidence talk for itself.
Fastest conviction I've ever gotten.
