The way I see it, the job of the officer in this scenario is to pull over, go over to the kids, and make sure that they are being safe and paying attention to traffic. Then maybe talk to the parents and have a chat, let them know you'll have to shut it down if you see some sort of evidence of irresponsibility. It'll take all of ten minutes and it establishes positive relationships with the community while minimizing the already small risk. Hell, maybe even talk to the road department and get a kids at play sign.
Neighborhoods are for living, driving should be a secondary concern.
