Of course this actually creates massive issues in the mid-term future when the olds so dramatically outnumber the youngs. We already have that on a much milder scale with the boomers reaching retirement age and it's bad enough.

Ain't no way that these developments will result in more civilian casualties. In WW2, there were as many civilian casualties as military deaths. Ever since, in wars involving a first-world player, this trend has spiraled downward (less civilian). While it'll never reach 0, no program will be approved that makes it trend upward.
