the problem is inability to cope with irregular war. in regular war the us wins all the time, with hardly any civilian causalities. they can send a missile flying to center on a mailbox if they wanted to.
to win an insurgency you need to secure and remove all the hostiles from an area and keep it secure to make sure the civilians feel safe with you and not the insurgency. then you need to do that everywhere. it's a problem of numbers, numbers the US doesn't currently have. i think china would have an easier time with such an action than the US would because they have a quantity doctrine. add drones to the equation though, real drones, you know...
