Correct me if I'm wrong Winchester but the problem with public pensions has been that states are raiding them for the cash, and then not returning it, yes?

Here's an idea: provide higher education to students who want it. If they want to go to a private university fine. If they want to go to a trade school instead, fine.
We spend trillions of dollars every few years on bombs and bullets and often ones we don't need, yet we won't provide a college education for those who want it?
