Some kids are passed in schools simply so the teachers don't have to deal with them ever again and to get out of the system.

Well in addition to higher teacher salaries what about more teaching positions? Classroom size is an oft cited factor. You need to give the teachers a decent paycheck but even a good one is going to have much more trouble teaching a 45 student class than a 25 student class.
