so is mcdonald's the world's best restaurant because its food is available to all, or are there other restaurants with higher quality that you have to pay for? the premises of the study is flawed. its starts from the premise that the best healthcare is the healthcare obtained by the most, not "the best" healthcare. it's rating the most accessible. if they didn't receive any heath care, their health is not impacted by the healthcare system at all so those people make no difference in determining what the best healthcare is. for most accessible, sure, whatever, have fun britian
