France's issues stem from bad governance elsewhere. They would easily be able to afford their system were they not spending it on stupid shit (cab rides to doctors appointments, spa work as preventative care) and were their economy half-way decent.
To give you some perspective, France has a nearly broke healthcare system that still spends half per person then you do. That should tell you something.
