This just makes no sense in the IT world. None. User profiles should be backed up on a daily basis either locally or remotely (or ideally both). This is just common practice by pretty much everyone. I can understand the IRS not having them stored locally due to possible security concerns but I really cannot fathom them not keeping profile backups somewhere. Profile backups have been around for nearly forever. FOR JUST THIS REASON. So people don't lose stuff.
And again, for a hard drive to just go out completely and be totally unrecoverable? That is not very common.
