The thing to remember is that a big chunk of Islamic law will override any sort of democratic considerations. Most polls show that at least 40% of Muslims in most ME countries want Sharia Law, they want stoning for adultery, etc.
Point is, I personally think it is impossible for democracy to exist alongside violence of that nature. How can any democratic institutions survive when 50% of the population willingly and deliberately forgo their rights? When the punishment for disagreeing with Islam is death? You wouldn't even be able to suggest alternative institutions without endangering yourself.

It's kind of a distinction without a difference IMO. A democracy where the opposing ideology is pretty much punishable by death is no democracy.
