Israel knows that it has two choices. Two-state solution, or genocide. There are two ways to genocide people. The first requires you to drop bodies. The second requires you to annihilate a culture, which has the effect of dropping bodies, but without the gore.
Israel has, to their credit, chosen the second path. They know for certain that they will be killed by and kill Palestinians. It is to be expected, and there is no way to avoid it. So they are simply minimizing their losses. Gaza and the West Bank are walled off. The only thing Palestinians can do is shoot rockets, which aren't much of a threat to Israel and never will be again.
So Israel doesn't expose its troops in Gaza, faces no real threat whatsoever from Gaza, and will only ever go in occasionally, after tolerating the little wimp to spit on him and consequently punching the wimp out. So you can bet that they will withdraw again - it will be one more example of Israeli "compassion" and desire for peace.
That is, after all, the entire point. They are driving the Palestinians into Gaza. All of the West Bank and East Jerusalem will be theirs. And in twenty, fifty or one hundred years, Palestinians will still be stateless behind the Gaza Wall. A genocide in the sense that Palestine will cease to exist.
