It could be just a case of mistaken identity of where the source of decision starts.
Before we knew the intricacies of the brain, people thought that the heart was the decision maker. And when we measure the physiological effects, we do see that activities in the heart correspond to certain actions and emotions. But when we look further, we see that there are activities in the brain that occur before the activities in the heart.
So for a long time, we thought that the brain is the decision maker. Maybe this simply suggests that free will starts somewhere else.
Sigmund Freud defined four parts of a psyche; the id, the ego, the superego and the stratego. The Stratego being the highest form of morality and scientific thinking.
If guns are not outlawed, the in-laws will have guns.
