Iraq was undoubtedly in a better situation under Saddam, but "secular", and with religious and ethnic "minorities" protected? Really? I'm fairly certain the (majority) shia were a vast underclass and, at best, second class citizens. And that the kurds were equally subject to many, many pogroms and government led ethnic cleansings. So the power was concentrated and held uniquely by sunni arabs, distributed according to tribal and family bloodlines. It was secular in name only.
