Incidents of major stalking ought to be considered a very serious crime. The problem is that determining what is major vs. minor requires reasonable discretion by the courts or police. Not sure if that is possible these days .

Yeah, the issue is that I think the rest of what he did was enough to deserve a prison sentence. Probably five years depending on how much he improves psychologically.

Of course if we are just going to throw these people in prison and provide no treatment, I'd be opposed to prison sentences. It all depends on how the law was setup and executed. For the vast majority of stalkers (I'm guessing 90%+), no jail time is needed.

Since terroristic threats are also a crime separate from stalking, we've now reduced the stalking description to following someone around and taking pictures. 5 years?
