I don't think it was the desired outcome. It is just the natural and inevitable result of what happened - something easily predicted, but nonetheless ignored, like much of what happened in Iraq.

how is the US invasion of iraq responsible for ISIS when ISIS is comprised mostly of foreign fighters that flocked to syria?

Well, violence in Iraq picked up over the past 2 years or so, I'd like to think they just hid and waited until we left. Once we left, they walked back in. No radical muslim group will ever let a country run off American democracy or forms of it.
