They are more committed. The average Westerner doesn't give a shit about solving these problems so long as they can get a decent car, a place to live and eat out twice a week. Our soldiers are professionals, not insane jihadists who literally view their work as the entire point of their lives.
The solution is not to get further involved militarily. It is to do the things we can do to stop having to even deal with these people. Get off the oil as soon as we can, stop intervening in their domestic politics, and let them fight amongst themselves. Engage in trade with those few parties we can morally support, like the Kurds and to some extent the Israelis and Persians.
Beyond that, it is futile to keep on playing by their rules. The entire point of terrorism is to sucker a more powerful opponent into a battle that requires them to either become like the enemy in all but name, or be ineffectual.
Obviously the West shouldn't just stop doing everything and isolate itself, there needs to be a transition, but it is pointless to squander Western lives and wealth on a futile region that we shouldn't really have a use for anyways.
