What does that include though? For instance, should the federal government do consumer protection? Should it make environmental laws? What particular responsibilities should or should not be handled by the feds? The constitution has been interpreted in a way that means they are entitled to do pretty much anything, so you'd have to really formalize their powers.

Its not that complicated to figure out what the federal government should do and shouldn't do. I'm not going to post my entire plan, but when the GOA posts every year our federal governments head is so far up its own ass you have to wonder why.
