well, getting out of the car like that is pretty suspicious. part of their training is to be alert when that happens.
anyway, I'm not defending the shooting but I think it was a honest mistake. he didn't just shoot the guy for no reason, he reached quickly into the car and that scenario ends up with dead cop from time to time.

Most issues can be handled by having armed units specialized in how to handle combat, mental health issues, deescalation, use of force, etc.
As most cops have never and will never use their guns, and the many thousands of abuses that result from them nonetheless, I see no reason why an average officer in an average neighborhood should have guns.
