actually out in the middle of nowhere can be one of the most dangerous places for police
statistical analysis doesn't really tell the whole story. an isolated area will may not be plagued by constant crime and still be a place where you may run into a hard case
and there are professional criminals to deal with, an unarmed mall cop on a segway isn't going to be able to do that job.
I think a better idea is adjust the scope of law enforcement to its proper sphere, educate and train the officers more comprehensively, and to prosecute police who break the law just like you would anyone else.
Also if our social institutions were not so venal the population wouldn't be so difficult to manage.
