I see no differenc, except their motivations. One is motivated by human greed, the other by a backwards religious fanaticism.

Cartels=Don't interfere with our business. Or we'll decapitate a dump truck load of you.
One is pure hate and xenophobia, the other is organized crime. Pretty sure ISIS wouldn't be mollified by a healthy profit margin and a fine cigar.

Both are equally capable of extreme violence to pursue their goals. The difference is that ISIS is less compatible with western civilization than drug cartels. Drug cartels are only interested in making money and will only attack those who get in the way of that objective. ISIS is trying to set up an Islamic caliphate and create a new government and they will go to any lengths to achieve that. It is a lot easier to stay out of the way and comply with drug traffickers than it is ISIS even though they have equally brutal tactics.
