Errrr.... I think Prof made this point: if the republicans insist on passing the ACA repeal over and over in this new congress then they have no intention of accomplishing anything. But if they attach ACA changes to things Obama needs to ding, then we see a bit of an interest in changing policy.
There will of course be some in the GOP caucus who think they should just pass an ACA repeal but (call me naive) I think republican leadership understands that Obama can't sign an ACA repeal so they need to find more moderate ways to amend current law.
