I don't know about this--I know some pretty smart people who are regular pot smokers. Not complete stoners, mind you, but smoke daily.

The only real way to tell is to test someone's IQ before starting to smoke pot, and then after 2, 5, 10 years.
It could be that dumber people are simply more likely to smoke pot. In fact, I'd say "highly likely".
