Congress can defeat this easily by simply not funding it, if nothing else.
Its a win either way for the Dems though, since of course the GOP gets to be the big bag wolf that slaps down the fastest growing demographic in the country.

I don't think giving illegals amnesty, opening the borders, and overall changing immigration policy should be something that the executive branch should be able to make policy decisions on alone.
