Well, I did some Googling, and it looks like Dharma is comparing losing 70% of fish life and 90% of land life to potentially losing 20-30% of both in the next century, while also not factoring in the creation and discovery of new species.
Pretty typical for him, really.

we know those uncategorized species are in danger as well. even though they haven't been formally recognized the destruction of the habitat in which they are found is well documented
there is no hidden reservoir of unknown species that can reverse the trend

The trend points towards an event that is one-third as damaging as actual mass extinction events. Which makes this not a mass extinction event.
