Internet providers are like car makers. Cable is the Corvette (fast and cheap), satellite is the Jaguar (bit more expensive, slower, occasional outages), and cellular is the Tesla (expensive and you only have a certain range). But, they are all cars. Regulating it so that everyone has access to each of them equally would be stupid.
You DO have a choice. You can get cable and deal with the cable company. You can go with satellite and deal with their issues. You can get it through your phone company. Or, you can get it through your cellular provider, and pay more for it. Some choices are less attractive than others, but they are still choices.
Net neutrality is a different issue.
