if you don't turn on your lights when you use your wipers in many states you can get a ticket
however you might turn the wipers on just to get the drizzle from the sunshower, and then quickly off again. you're breaking the law though.
in one world we have a place where cops need to be writing tickets to justify their existence and pay their way
in the other we have a police who are there to serve and protect
in the first world they'd pull you over for that shit
in the second they'd realize that it's sunny and you had your wipers on for three seconds and the point of it is that you should have your wipers on if it's raining a lot during the day, not for this kind of situation
that's a lot of what's wrong with quotas. the police are supposed to be there to serve and protect. if they wrote zero tickets or 1000 it shouldn't matter. perhaps the fines should go somewhere else. charity, or to a lottery, or just given back as tax rebates to the people every year. but it shouldn't be a source of revenue that even matters to the government
