it's impossible to obey the law 100% of the time especially considering some instances of following the law are contradictory(following the speed limit and disrupting the flow of traffic, for example). this has already been established. ueber also pointed out multiple incidents of police writing tickets they shouldn't have so clearly there is something to worry about.
just because you're too intellectually dishonest to address these issues doesn't mean they aren't problems.

Nothing in that memo tells officers to write citations to anyone not violating the law. Nothing. It's clear that they need to be a bit more vigilant on enforcement of law violations. I know that sucks but again, don't violate the law.
