Don't force them. If they want an out, give it to them, but make the price ineligibility for public assistance. Including schools.
Then they aren't "forced". But they are required to absorb the cost of properly home schooling their kids. And everyone else is at least a little bit insulated from their borderline child abuse and abject f**k stupidity.
Obviously, trying to prevent public health hazards falls under the government umbrella.
