those graphs all show increases, across the board. in addition, some of the people in the lower 5ths begat children who went to higher 5ths after they were educated (your basic premise is that is how such things happen) so clearly the upper 5ths will have higher rates
again, grants for college are the major force in increasing the cost of colleges. this has been shown many times. so the reason for why the grants need to increase in size is because of the grants in the first place: government manipulating of demand and how much people can pay (as in, they can pay more because of the grants) are why college tuition is skyrocketing. i'm okayish with the idea of state funding towards education but they should fund schools not people.
