the number is arbitrary, the reason behind it is not. most of NATO doesn't spend that. the US wants them to spend that so they increase their contributions to NATO. 2% is a pretty modest amount to spend on defense.

Again, if you want to kill an American citizen, pass a law allowing it under narrow, specific instances (like fighting in a terrorist organization), gather evidence of a crime (like fighting in a terrorist organization), present that evidence to a court, secure a conviction, and then go for it.
