The immediate step 1 should be for the feds to remove all military equipment sent to Chicago PD. The final step is to classify them as a domestic terrorist organization. There should be no grey area here.

The only problem is I believe federal law enforcement has no problem with them, they probably employ similar tactics. wouldn't be surprised if the feds knew about/were at this site.
